Ticket Management for Utility Members
Utility members are legally required to respond to and status every locate notification received through Missouri 811.
The Locator Ticket Management (LTM) System provides the platform for documenting responses, managing tickets, and maintaining compliance with Missouri law.
This page explains how ticket management works and outlines the different ticket types utility members may receive.
Locator Ticket Management (LTM) System
The Locator Ticket Management System (LTM) is a web-based application that allows utility members and their locators to manage locate notifications from any location with internet access.
Through LTM, members can review tickets, document responses, store attachments, add internal notes, assign locators, and status tickets prior to the listed start date and time.
Under Missouri State Law (RSMo Chapter 319.030), utility members are required to status each ticket they receive. Once a ticket is marked or cleared, the status entered into LTM is transmitted to the excavator as documented proof of response.
If a utility fails to respond or status a ticket before the start date and time listed on the notification, the system may generate a billable No Response ticket.

Understanding Ticket Types
Missouri 811 issues several types of tickets. Each type carries specific response expectations.
Routine Ticket
This is a regular locate request. Utilities must respond by the start date/time listed on the locate request.
Emergency Ticket
Only to be requested when the situation meets the legal definition of an emergency. Utilities must respond in 2 hours.
Dig Up Ticket
Excavator are legally required to notify Missouri 811 when damage to facilities has occurred. If damage involves pipeline or natural gas facilities, both 911 and the affected utility must be notified.
No Response Ticket
To be requested when one or more utilities fail to respond to the original locate request. If notification is made before 2 pm, the marking shall be completed that working day. If the notification is made after 2 pm, the marking is to be completed no later than 10 am the next working day.
Renewal Ticket
Submit a renewal when previously placed utility marks are no longer visible due to weather, construction activity, or when excavation has not been completed within the 21 consecutive calendar day Ticket Life.
Incorrect Locate Ticket
Ticket type to be requested when markings at the dig site are mismarked, out of the area described, at the wrong address or when statused incorrectly.
Design Tickets
Knowing what utilities are involved in the planning stages of a project is an important aspect of damage prevention. Individuals involved in planning a project should use one of the two types of “Design” tickets available. Excavation cannot take place on either type of design ticket. A routine locate request must be placed before beginning work.
Preliminary Design Ticket
To be requested to determine what facilities are present when planning a project. Contact names and phone numbers will be immediately supplied. No markings will be made.
Design Ticket
To be requested when planning a project. Will generate actual markings at the site. Excavation cannot take place on a design ticket. A routine locate request must be placed before beginning work. Utilities are allowed 5 working days to respond.
Status Codes
When statusing tickets in LTM, utility members must select the appropriate response status.
Missouri status codes include:
Clear / No Conflict
Marked
Area of Excavation Cannot Be Determined
Not Complete/In Progress
Maps or Other Documentation Provided
Locator Could Not Gain Access to Property
Selecting the correct status ensures accurate documentation and provides the excavator with clear communication regarding your response.
Response Time Expectations
Unless otherwise specified by ticket type, utilities must respond within two working days beginning at 12:00 midnight following receipt of the locate notification.
Members are responsible for ensuring internal processes allow for timely marking and proper documentation before the listed start date and time.
Failure to meet response requirements may result in enforcement action and additional ticket activity.
