Utility Acquisitions & Membership Transfers

When a utility is purchased, sold, merged, or transferred, Missouri 811 membership and mapping records must be updated promptly.

Accurate and timely communication during ownership transitions is essential to prevent gaps in locate notification coverage and ensure continued compliance with Missouri law.

If Your Company Purchases Another Utility

If your organization acquires another utility that owns or operates underground facilities in Missouri, contact the Missouri 811 Membership Administrator as soon as possible.

Early notification allows Missouri 811 to review membership status, confirm mapping coverage, and coordinate any necessary updates to contact records or receiving methods.

If the acquired utility is not currently a Missouri 811 member, the new owner must initiate membership in accordance with RSMo Chapter 319.

Failure to update membership records during an acquisition may result in missed locate notifications.

If Your Company Has Been Purchased

If your utility has been purchased by another entity, notify the Membership Administrator immediately.

If your company is selling all underground facility assets, provide the new owner with your mapping database information. This helps expedite the transition and reduces the risk of service interruption or missed notifications.

The new owner must either assume existing membership responsibilities or complete the process to become a Missouri 811 utility member under Missouri law.

Transferring a Mapping Database

If a utility is purchased and the existing mapping database will be transferred to the new owner, documented permission must be provided to the Missouri 811 Membership Administrator.

The new owner must review and approve the transferred mapping database under their ownership.

Adding or Removing Assets After a Transfer

If underground facilities are added, removed, or reconfigured following a purchase or asset transfer, updates must be made to the mapping database.

To add or remove assets from your current mapping database, contact the Mapping Department at mapping@occinc.com.

Changes should be completed before operational control shifts whenever possible.

Maintaining Compliance During Ownership Changes

Utility ownership transitions do not suspend statutory participation requirements.

The acquiring entity is responsible for ensuring that:

Membership status remains active

Mapping coverage accurately reflects owned facilities

Contact information is current

Ticket receiving methods remain functional

Proactive coordination with Missouri 811 during acquisitions reduces risk and supports uninterrupted compliance.
