Missouri 811 Utility Member Billing
Missouri 811 is funded by its participating utility members. Message fees support the operation of the statewide notification center, which provides excavation notice services at no cost to the digging public.

Billing and Message Fees
There are no set-up fees and no annual membership fees.
Utility members are billed based on message fees (locate notifications). Message fees are established in accordance with policy set by the Missouri 811 Board of Directors and are reviewed quarterly.

Monthly Billing Terms
Utility members are billed monthly with 30-day payment terms.
Invoices reflect all locate notifications transmitted to the utility during the billing period.
If your company requires a W-9 or uses a Purchase Order number for invoice processing, contact the Membership Administrator at 573-556-8117.
Quarterly Billing Eligibility
Utility members that receive fewer than 20 locate notifications per month may qualify for quarterly billing.
Accounts are evaluated after one full quarter of activity. Members who qualify will be notified.

Billing Disputes
Utility members may dispute a locate notification by contacting Missouri 811 in writing and providing the notification number(s) in question.
Missouri 811 staff will:
- Review notification details
- Review mapping polygons
- Determine whether the notification was legitimate or issued in error
A copy of the notification will be provided along with an explanation of the determination.
If a notification is found to be in error, a credit will be applied to the next available billing statement.
If the notification meets the requirements specified in RSMo Chapter 319 and the Operating Specifications of Missouri 811, and the dig site polygon overlaps or touches the member’s underground facility polygon, the notification will be considered legitimate and the applicable fee will remain.
